ISICAS 2028: Call for Bids

Dear CAS Society Members,

The IEEE Circuits and Systems Society (CASS) is soliciting proposals from all regions for hosting the 2028 edition of the International Symposium on Integrated Circuits and Systems (ISICAS).
 
ISICAS is an annual conference financially sponsored by the IEEE Circuits and Systems Society (CASS). Beginning in 2028, the conference will be held in March.

The technical program consists of two days of technical sessions, preceded by one day dedicated to tutorials and/or keynote presentations.

Social activities for all attendees include a welcome reception and a conference banquet. It is recommended that lunch be provided on the days of technical sessions and included in the registration fee.

Flagship conferences are preferably organized in locations close to city centers, offering participants opportunities to engage with and experience the local history and culture.

The submissions must describe integrated circuit and system implementations, with experimental results. All accepted papers will be published in special issues of TCAS-ITCAS-IITBioCASTCAS-AITVLSI and OJCAS. Extended versions of recent conference papers already published with significant additional material are welcome.

The proposal should be submitted electronically by the local organizing committee to the submission form below by 11:59 PM EST on 15 September 2026.

Proposers will receive notification by 30 October 2026, if their proposal is accepted. The selected proposers will then be invited to present the final bid at the steering committee meeting at ISICAS 2026 (between December 4 – 6, 2026).

Guidelines for CASS Flagship/Premier Call for Proposals

A proposal should contain the following mandatory items:

  1. A commitment letter from the proposed General Chair, in which they agree to:
    • Present the bid in person to the Steering Committee at the Steering Committee Meeting during ISICAS 2026 (or, exceptionally, via videoconference).
    • If the bid is successful, present progress updates at each edition preceding the one being organized.
    • Ensure the financial closure of the conference within six (6) months of its conclusion.
    • Confirm full understanding of and commitment to comply with these bylaws.
  2. The names of the General Chair, coordinating TPC Chair, and all key organizing committee members, along with their qualifications and their current or past involvement in CASS leadership and CASS conferences. The composition of the organizing committee should reflect gender, regional, and generational diversity.
  3. The list of IEEE organizational units (other than CASS) and any non-IEEE entities involved in the organization.
  4. The proposed conference dates.
  5. The proposed destination and venue. The selected site must be able to accommodate:
    • Up to 300 participants in plenary sessions.
    • Up to 300 persons for the gala banquet.
    • Approximately 3 to 4 parallel technical session rooms (minimum capacity of 60 persons each).
    • A common area for breaks, exhibition booths, and approximately 50 poster presentations (double-sided display boards).
    • A speaker preparation room.
    • An operations room.
    • A meeting room reserved for the Steering Committee.
  6. The list of IEEE technical conferences previously held at the proposed venue.
  7. A detailed preliminary budget, prepared using the IEEE Budget Template, covering in particular:
    • Discounted registration fees for CASS members (at least USD 25 less than the IEEE member fee) and for students.
    • Access to all technical sessions, conference lunches, and the banquet included in all registration categories.
    • A budget expressed in local currency, with USD equivalents.
    • Any additional (modest) fees optionally charged for tutorials.
    • A projected budget surplus of at least 20%, in compliance with general IEEE requirements.
  8. Potential financial support from governments, local authorities, and industry.
  9. A budget provision for one Best Paper Award and one Best Student Paper Award, each valued at USD 500.
  10. Credentials of a Professional Conference Organizer (PCO), if applicable.
  11. Information on international air access and local transportation:
    • List of international airlines serving nearby airports.
    • Sample round-trip airfares from key international cities (London, Frankfurt, Paris, New York, Chicago, Los Angeles, Beijing, Taipei, Tokyo, Seoul, etc.).
  12. Visa requirements for international participants.
  13. Local security conditions for participants.
  14. The paper submission and review management system.
  15. Availability of local volunteers.
  16. The local industrial base in the field of circuits and systems, indicating companies that are likely exhibitors at the conference.
  17. An analysis of the impact of holding the conference in the proposed location on the host country and region.
  18. Accommodation options for professionals and students, including:
    • A list of hotels, the number of available rooms, and their distance and accessibility from the conference venue, restaurants, and shopping areas.
    • Transportation modes and schedules between the conference venue and recommended hotels.
    • Confirmation that listed hotels can provide high-speed Wi-Fi in guest rooms.
    • A summary of local public transportation options.
  19. Expected weather conditions during the conference period.
