MLCAS Bylaws
Preamble
The Machine Learning Circuits and Systems Technical Committee (MLCAS-TC) is a Technical Committee of the IEEE Circuits and Systems Society (IEEE-CASS).
The MLCAS-TC is a subsidiary organization of IEEE-CASS and is governed by the rules and regulations of IEEE and by the constitution of IEEE-CASS, which takes precedence over these bylaws in the event of any conflict.
Purpose
The goal of the Machine-Learning Circuits and Systems Technical Committee is to foster research, development, education, and community dissemination of technologies, design methodologies, and knowledge related to circuits and systems for machine learning-based artificial intelligence. This includes architecture design, theoretical development, design methodologies, circuit implementation, and demonstration, all as they relate to the design of circuits and systems for machine learning. Application areas include, but are not limited to, circuit and electronic system design related to:
- Machine learning
- In-Memory Computing (IMC)
- AI/Machine Learning (ML) for Electronic Design Automation (EDA)
Organization and Management
The Committee is managed by its members and officers. There are four officers: Chair, Secretary, Chair-Elect, and Past Chair. All officers serve two-year terms and must be members of both the MLCAS Committee and the IEEE Circuits and Systems Society.
Meetings
The annual meeting of the Committee will be held during the IEEE International Symposium on Circuits and Systems (ISCAS). Any business requiring Committee approval will be transacted during this meeting.
Outside of the annual meeting, the four officers (Chair, Chair-Elect, Secretary, and Past Chair) may, by majority vote, undertake unplanned business on behalf of the Committee, provided that these actions do not require committee vote and are reported at the next meeting.
Membership
Membership in the MLCAS-TC is open to any IEEE member. A nomination by an active Committee member is required and must include the candidate’s CV. The nomination must either be circulated prior to an annual meeting or announced during one. Applicants must either be present at the meeting and introduce themselves or have a verifiable track record of significant and recent activity in the field of MLCAS.
Membership is approved by a majority of active members present at the annual meeting if the nomination has been announced beforehand, or by an email vote within one week of the meeting if announced during it.
A member will be removed from the Committee if he/she fails to participate in MLCAS-TC activities for three consecutive years, beginning from an annual meeting.
MLCAS-TC member activities include participation in official roles for the MLCAS track at IEEE ISCAS, AICAS, and editorial and reviewer roles of TCASAI; the attendance at the annual meeting; contributing to the TC’s annual report, etc.
Quorum
A quorum is established when one-third of the Committee members are present at a meeting. If fewer than a quorum attend, tentative actions may be taken and will become effective after subsequent ratification either in a meeting or electronically. For email voting, participation by at least half of the Committee members constitutes a quorum.
Duties and Election of Officers
Chair
The Chair presides over committee meetings and is responsible for all interactions with the CAS Society. With the assistance of the Secretary, he/she is responsible for reporting the activities of the Committee to the CAS Board of Governors on a timely basis. The Chair is also responsible for recommending Associate Editors for the CAS Transactions including the IEEE Transactions on Circuits and Systems for Artificial Intelligence (TCASAI). The Chair is not normally elected as it assumes office after completing a two-year term as Chair-Elect. An out-of-sequence election of the Chair may be held should the Chair-Elect be unable to assume the role of Chair. The inaugural Chair is appointed at the instantiation of the Committee.
Past Chair
The Past Chair organizes the election of officers of the committee and serves the committee as a regular committee member. He/She assumes the role after serving a two-year term as Chair.
Chair-Elect
The Chair-Elect organizes MLCAS-sponsored special sessions and workshops at ISCAS and assists the Chair in Committee affairs. He/She is elected by a majority of members present at the annual meeting during the Chair's first term year and assume office immediately following the meeting of the election.
Secretary
The Secretary assists the Chair in administrative responsibilities, handles communications, and tracks membership status. The Secretary, who will also act as the Treasurer for the Technical Committee, will record the minutes of the yearly meeting, and maintain the roll of the committee. The Secretary will be the contact point for the Committee’s nominations for CAS Society awards and for nominating transactions papers in the field of Artificial Intelligence Circuits and Systems for the Best Paper Awards.
The Secretary will be elected by a majority of members present at the annual meeting falling in the second year of the term of the current Secretary.
The Officers are collectively responsible for deciding the names to be submitted to the CAS Award Committees from the list of names submitted by the MLCAS-TC members.
Activities
The Committee is responsible for nominating and endorsing individuals for CAS Society awards, recommending Distinguished Lecturers, and nominating papers in the area of MLCAS for the CAS Society’s Best Paper Awards.
The Committee organizes tutorials and special sessions at ISCAS and contributes to the review process for ISCAS papers. The Committee also collaborates with the AICAS conference organizing committee to support its technical activities.
The Committee assists in organizing special issues for CAS Society journals and participates in the technical program committees of relevant conferences and workshops.
The Committee recommends candidates for associate editorships of the IEEE Transactions on Circuits and Systems for Artificial Intelligence (TCASAI). The committee assists in organizing special issues for CAS society’s journals, and in technical program committees of conferences and workshops of interest to the MLCAS-TC.
The Committee actively promotes research, knowledge dissemination, and lecturing in the field of MLCAS, with particular emphasis on engaging underrepresented countries. It is also involved in broader dissemination efforts, including editing reprint books, organizing special issues for IEEE publications, and supporting workshops, conferences, and other publication-related activities in the MLCAS domain.
Amendments
Amendments to these bylaws may be made by a two-third vote of the Committee members present at a meeting, or by a two-third vote of the members at large conducted via email. Any member may propose an amendment, provided that the officers of the Committee are notified at least one month prior to the Committee meeting.
